WINDOWS
Go to documents- vital.
select a folder or create one
create a sub folder with name “Presets”
copy the downloaded presets in the Presets folder and close.
Reopen Vital and it will be there.

if you want to further arrange your external presets from differnt artists. I recommend you to make sub folders under the above mentioned presets folder
the folders could look something like this when youre done. cheers. these are a few presets i found through youtube
