I recently downloaded vital and have been trying to download presets online. However, my computer will automatically open .vitalbank files as pdfs. I’ve tried changing it in my windows settings, but they will only open as either pdf files or notepad files.

Don’t open the vital bank files directly.
Instead, open vital, and from the burger menu choose import bank. Vital will then copy the patches within the bank into your vital folder on your computer. You’ll then be able to access the patches from vital’s browser.
Alternatively, you can rename your .vitalbank as .zip and try opening it with any unzipping app.
